This member of WHO must
a) move around a lot;
b) work on very old-fashioned local time, dating back to before time zones.
Most of the time, the WHO clock is wrong in every time zone on the planet.

Whoever gets the gig to update the site will have to be tough on the WHO clock being wrong and tough on the causes of the WHO clock being wrong.

The WHO clock isn't a timepiece, it's a piece of performance art, intended to convey the essentially arbitrary nature of time.
It's powered by counting the number of dead cats in a huge collection of Schroedinger experiments in a cattery in the centre of the circle outlining the Large Hadron Collider.
